**Work Completed**

1.Merged EOSC with v1.8.0, tested the compatibility of sync blocks.

2.Improved EOSC Budget System Contract.

3.Fixed the problem about EOSC Docker mirror.

4.Fixed the problem about Node Punishment Mechanism.

5.Collated the implementation of [Codex.io](http://codex.io/) and Codex.Relay for the preparation of merging with EOSIO v1.8.0.

6.Collated new EOSC Docker mirror operation document.
