FIP#12 Proposal to Adjust RAM Rental Price

Proposer: eosawake, sky.eosc

The current RAM rental plan of EOSC mainnet is to deposit 10 EOSC to get 1 KB of RAM. Compared with EOS mainnet, the price is relatively high, which is not to the benefit of developers and users. It is proposed to adjust RAM rental plan to deposit 2 EOSC to get 1 KB of RAM.
